The Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP), and the Federal Skilled Trades Program (FSTP) are three programs that are managed via the Express Entry application management system. According to the report, 114,431 ITAs were distributed in 2023; however, all of them were for program-specific draws for the PNP and the CEC; no ITAs were distributed to applicants for the FSWP or the Federal Skilled Trades Program (FSTP).

The report also mentions that all program draws were put on hold beginning in December 2023 in order to reduce the backlog brought on by COVID-19-related travel restrictions and border closures. However, up to September 2023, when CEC draws were also halted, IRCC continued to provide ITAs to applicants in the Canadian Experience Class (CEC) and the Provincial Nominee Program (PNP). 64% of ITAs were given out to people between the ages of 20 and 29. Candidates in this age range receive 100 CRS points under the Comprehensive Ranking System. Once a candidate turns 30, they are awarded fewer points.

The research also shows that the majority of ITAs were given to applicants who were already temporary residents of Canada as a result of the pauses. However, some ITAs were still given to candidates who were foreign nationals.

These were the top five nationalities:

• Canada – 102,806 ITAs issued,
• Nigeria: 1,432 ITAs issued,
• India: 3,826 ITAs issued,
• USA: 806 ITAs issued,
• People’s Republic of China: 687 ITAs issued.

Leading Sources of Canadian Immigration in 2023

374,554 long-term residents gained Canadian citizens in 2022. It is more than a threefold increase compared to 2021, when only 137,079 permanent residents would become citizens.

Only a quarter of a million Canadian permanent residents became citizens in 2019. The increase in immigration is evidence that Canada’s immigration system may be returning to normal and effectively serving the requirements of the nation.

India was the most common country of birth among newly naturalized Canadians in 2023, followed by Syria and the Philippines.

The top ten countries in that order are Pakistan, Iran, Nigeria, the People’s Republic of China, the United States of America, France, and Iraq.

India, which has been the top country for the past two years, is the main supplier of immigrants to Canada. Syria has recently and unexpectedly joined the top ten nations, while the others have shifted places.

China and Pakistan have also been impacted by the change in the top ten list of immigrant origins. China dropped from fourth place in 2019 to eighth place in 2023, whereas Pakistan moved up from eighth place in 2019 to third.
